Why: Support Development Without Displacement at the Cadillac Hotel and the Whole City

Tom Masaschi of DHD Ventures has bought the Cadillac Hotel and is planning on mass evicting all the tenants in order to turn the building into a high-end hotel, or apartments. Behind the Cadillac at 88 Elm St., DHD Ventures is renting luxury apartments for up to $3,200 a month. We have a shortage of over 28,000 apartments for those living in poverty in Rochester and evicting low-income folks just to a make a profit sends us deeper into crisis as a community. This is why many people call DHD De-Humanizing Development.

Justice for the Cadillac Residents
All residents who want to stay should be allowed to stay and DHD Ventures can renovate the building around them. Those residents can move into newly renovated rooms as they become available. For those residents who want to move, they should be given the necessary time to move and find a new place to live. Some residents have lived there for over 20 years. The artificial deadline to move of May 25 is too soon for some residents who want to move and is a homeless crisis of DHD’s own making. The Cadillac Hotel should be affordable and available for everyone.

Tenant Protections for All Residents to Prevent Mass Evictions and Homelessness
We are calling on Governor Cuomo and the state legislature to pass Good Cause Eviction Protections legislation that would end no-fault evictions, like the ones at the Cadillac. New Jersey has had statewide Good Cause eviction protections since the 1970s. In addition, we are calling on Governor Cuomo and the state legislature to expand rent stabilization across the state in order to end massive rent hikes. Currently, cities can only opt into the rent stabilization program in NYC and 3 other counties. These basic tenant protections would end mass evictions that create homelessness and stabilize the affordability of our neighborhoods.

Corporate Welfare is Creating the Crisis: We’ve given Tom Masaschi So Much...
We’ve given Tom Masaschi so much, but we’ve gotten so little of the housing we need in return. In Rochester, developers are the leading donors to local political candidates (as they are across the country) and they get what they want, but the community doesn’t get what we need. Tom Masaschi was able to buy the Cadillac for $2.7 million because the City of Rochester gave him a $6.1 million tax exemption for his luxury apartments at 88 Elm St. If that wasn’t enough, he has gotten over $15 million in tax exemptions from COMIDA, tax credits from the State, and loans from the City. We keep giving and giving to Tom Masaschi, but we don’t see deeply affordable housing for those living in poverty coming from him. All he is giving back is eviction notices for some of the most vulnerable members of our community who are caught in the middle of his subsidized development game.
